Summary

Ballot, Power, and Democracy in New Jersey is a civic education workshop developed by Agard Research Associates Inc. It examines how New Jersey's county line ballot system shaped state politics for decades. The workshop draws on peer-reviewed research by Prof. Julia Sass Rubin of Rutgers University. Three presentation tracks serve general audiences, students, and English language learners.

The general audience track offers a deeper policy analysis of the county line system and its reform. It covers the statistical evidence, the legal timeline, and the 2025 primary election results. This presentation is suited for civic organizations, community forums, and public engagement events. All materials are available at no cost for educational and civic purposes.


The student track (grades 7 through 12) includes a 16-slide presentation, worksheets, and a mock election activity. An optional economics supplement connects ballot reform to campaign spending and opportunity cost. A standards alignment guide maps all materials to the 2020 NJSLS for Social Studies. Teachers can use these resources for curriculum planning, classroom instruction, and administrative reporting.


The ESL track is designed for English language learners of all ages and backgrounds. It features simplified language, bilingual vocabulary cards in English and Spanish, and large visual elements. Key civic concepts like voting, registration, and voter rights are explained in plain, accessible terms. The presentation can be delivered in community settings, adult education programs, or library workshops.
